James Kilgore has written widely on issues of mass incarceration, with a particular focus on electronic monitoring. He spent a year on a monitor as a condition of his parole. In 2017, he received an Open Society Foundation fellowship to establish the Challenging E-Carceration Project at MediaJustice. He is the author of the National Book Award-winning Understanding Mass Incarceration, and the Understanding E-Carceration. He lives in Urbana, Illinois, where he is also the Director of Advocacy and Outreach for the FirstFollowers Reentry Program.
