The American Recovery and Reinvestment Act propelled the clean-energy economy forward but did not pave a pathway out of poverty. If done right, however, the green-jobs strategy still offers an opportunity for high-quality workforce development. Implementing six policy recommendations will create a good-jobs economy by expanding clean-energy investments and ensuring that those investments create equitable access to economic opportunity. Support for clean energy is ultimately an economic and job-growth strategy.
